Mr. Brandon Kutner
President North Florida Chapter
Florida Police Benevolent Association, Inc.
Dear Sir:
Today by email I received the PBA’s questionnaire for sheriff candidates and sched-
ule with your Gainesville screening committee.
In 2010 I ran for the office of Levy County Commissioner, district 4.
As a former law enforcement officer and member of the PBA, I was amazed and
disgusted at PBA’s endorsement of a convicted, federal felon in the 2010 election year. I’m
speaking of Levy County Commissioner Stuart Ryan Bell, who along with several other per-
petrators burglarized a local “John Deer” Dealership, transported stolen, heavy equipment to
Georgia and was apprehended by law enforcement officials in that state. These criminals also
stole a tractor and flatbed from a local logger in order to transport that stolen equipment.
The PBA, a union representing law enforcement officers, an agency which is sup-
pose to be above all reproach, had in essence, knowingly endorsed a convicted felon with three
federal counts. One who along with others, planned and carried out a major crime against his
fellow neighbors. This action was not a mistake by a wayward individual but a planned crimi-
nal act.
The PBA would have been far better off, endorsing none of the candidates rather
then opening itself up to ridicule from the Levy County citizens, there-by diminishing its re-
spectability and community support. I say this with all candor, your agency has lost a great
deal of respect and support in this community. I know this because citizens have informed me
of such, including sheriff department personnel.
I believe I know why this person was endorsed by your local office. Ryan Bell’s
brother is a Levy County Sheriff Office investigator and accompanied Ryan Bell to the screen-
ing.
The head of the Gainesville PBA is an employee of the Levy County Sheriff Office.
Nepotism abounds within the Levy County Sheriff’s Department and I now know, the Gaines-
ville office of the PBA.
I started fifty years ago in law enforcement and patrolled the roughest sections of
both NYC and Dade County. Street wise I am and I can distinguish an inappropriate action on
both sides of the law enforcement wall.
The above is not the ranting of a displeased former candidate who had been ruled
out of your organizations endorsement but of a citizen and former law enforcement officer,
who had entered that race due to the difficulties our nation and my county are experiencing
from unscrupulous, immoral politicians or candidates. We here in Levy County have had two
county commissioners tried and convicted of accepting bribes and now your organization has
helped to elect to that commission, a convicted criminal. What was your agency thinking?
I see no reason why I should expose myself to that same committee who in my mind,
will with no doubt, endorse another inappropriate candidate, one Major Evan Sullivan. One

inappropriate behavior.
I have no faith in the Gainesville Screening Committee and their ability to perform

the duties assigned to them honorably. Therefore I will not attend this screening.
