Answer: Tarmac will not be permitted to do any work on site until all local, state and federal
permits are obtained. Levy County will allow Tarmac to begin its site work and construc-
tion of its facilities once its final operating permit has been obtained. Tarmac will also be
permitted to excavate the aggregate required to make improvements to King Road and US
19, however, no commercial sales of aggregate will be allowed until those improvements
are completed. Increased activity will begin once all improvements are made to King Road
and US 19 in mid 2013 at the earliest.
3. A reader in Yankeetown says “if your project caused a loss of potable water to a private
or public well Tarmac would replace the well. You are required to investigate within 48
hours and determine whether their water withdraws created the problem and must notify
SWFWMD in 72 hours. If Tarmac determines they were not the cause, they have to docu-
ment why they are not the cause. If they were the cause they have 15 days of complaint to
fully resolve the problem. What methods determine whether Tarmac caused the damage
and what is the procedure if the property owner disagrees with the findings?
Answer: If damage to private/public wells is suspected to be caused by mining operations,
Tarmac will submit to independent analysis and study. The exact process and the time
period allowed to resolve the issue is outlined in the SWFWMD permit. Tarmac will fully
comply with the conditions of the permit.
