Citrus County Sheriff’s Office, April 25, charged with the sexual battery of a person under

the age of 12. According to the arrest report, the victim is now an adult and living in another
city, and the alleged sexual abuse was over an unclear period from about 1988 until 1992,

starting when the girl was 11 until the age of about 15 or 16.
The victim came forward, earlier in April, and a detective soon interviewed her.
When the detective conducted a background search of Elmer, it was learned that the case

had been reported to the CCSO in 1995. However, the victim said, although she remembers
speaking to someone, she did not disclose details until April, 2010.
The report stated the victim said that she met with Elmer in Crystal River on April

25 “and had a conversation with him regarding his expoltation of her as a child.” In the con-
versation, the report stated, Elmer allegedly admitted to sexually molesting the victim when
she was under the age of 12. The report also said that the victim stated Elmer “apologized

to the victim and told her it was not her fault.”
When Elmer was placed under arrest on the charges at his Crystal River residence,
“He denied all the allegations concerning the victim and any other,” the report stated.
