town employee Sandra Lambert had been charging personal business to the town charge
account beginning in September 2009. Ms. Lambert spoke to Investigator Jay Crooms and
admitted that she was responsible for the charges. Investigator Crooms has filed the crimi-
nal charge of “scheme to defraud” with the 8th Judicial State Attorneys Office in Bronson.
Lambert has been listed as a the town's accounts payable clerk since 2000.
Sept. 26, 2012 The Newscaster Reported:
Lundy Boyd Elkins, 34, of SE 196th Lane, Dunnellon, was arrested by the Inglis
Police Department, Sept. 8, charged with grand theft (felony). According to the arrest report,
Elkins is a firefighter and used a Town of Inglis Wright Express fuel credit card for purchas-
ing gas for his personal vehicle without the town’s permission. The report stated twenty-six
purchases were made between June 30 and Sept. 3, 2012, totaling $1,502.58. Elkins admit-
ted that he made these transactions prior to being transported to the Levy County Jail.
Accounting Firm Report from April 2011:
An independent accounting firm warned the commission, clerk and mayor in April
of 2011 of the existence of a material weakness over financial reporting.
“We identified a deficiency in internal control over financial reporting that we con-
sider to be a material weakness. A deficiency in internal control exists when the design or

performing their assigned functions, to prevent, or detect and correct misstatements on a
